PHIL Riggs – the sub-postmaster in Stokeinteignhead for nearly 60 years and who in 2002 was awarded an MBE in the Queen’s New Year’s Honours for his services to the village – has died in torbay Hospital aged 88 after a short illness.
Known as the ‘father’ of Stokeinteignhead, he was a stalwart of community life, serving on the parish council for more than 50 years and as an Independent on Teignbridge Council for 20 years from 1976 until 1995 when he stood down.
